What’s New for FY27?
Based directly on user feedback from previous cycles, the FY27 SIF Marketplace introduces major workflow enhancements designed around three core goals:
Complete Pipeline Visibility:
Users now have real-time visibility into exactly where their initiative sits within the campaign pipeline at any point in time. Through the updated pipeline tracker on VISION, project leads can clearly see their status—from initial submission and government review to financial verification and funding transfer.
Centralized Hub for Actionable Next Steps:
The SIF Marketplace Campaign on VISION serves as a single, centralized location for all requirements and next steps. Rather than managing fragmented tasks across multiple platforms or email threads, users receive clear prompts within the campaign hub tailored to their initiative’s active pipeline stage (e.g., submitting LOA finance details, monitoring commander voting or SITREP requirements after receiving funding).
Faster Funding Delivery:
To ensure units receive their allocated SIF funds earlier in the fiscal year:
Front-Loaded Timeline: Review and validation happen at the beginning of the fiscal year rather than at the end, eliminating year-end spending scrambles and providing longer operational execution windows.
Upfront Financial Verification: Line of Accounting (LOA) data is submitted and verified prior to token allocation.
Immediate Rolling Dispersals: As soon as an initiative hits its minimum funding threshold in the Token Event, funds can disperse immediately on monthly rolling cycles (starting 01 February 2027) without post-voting administrative bottlenecks.
Campaigns Feature: Applications are submitted directly to the SIF Marketplace Campaign on the left navigation menu. (Note: Campaigns is a brand-new VISION feature and goes live on 2 November 2026).
Automatic Token Event Entry: Applicants no longer have to manually enroll in the Token Event. Once finance information is verified, initiatives are automatically moved to the voting event.

Step 1: Create Your Initiative in VISION
Before you can apply to the SIF Marketplace Campaign, your project must exist as an initiative in VISION.
Log into VISION.
Navigate to Initiative Tools on the left navigation bar (formerly labeled "My Portfolio").
Click Create Initiative and follow the step-by-step prompts:
Define your Title, Problem Statement, and Proposed Solution.
Identify your local unit/organization and project team.
The organization you select will be the organization that receives the funds if you hit your minimum threshold.
Publish or save your initiative.
Step 2: Apply to the SIF Marketplace Campaign
(Submissions Open: 02 November 2026 – 31 March 2027)
On the left navigation menu, click Campaigns (available starting 2 November 2026).
Select the SIF Marketplace FY27 Campaign.
Link your existing VISION initiative from Step 1.
Complete the SIF Marketplace FY27 Application fields:
Submit your application.
Step 3: Application Review & Status Tracking
Track your application status inside the campaign dashboard:
Submitted: Your application is in the queue for the government review team.
Follow up required: The review team requires clarification or adjustments. Respond promptly in VISION to keep your initiative moving.
Rejected: The submission does not meet SIF guidelines (e.g., strictly routine procurement without an innovation/experimentation element).
Approved – Eligible: The initiative meets SIF criteria and will transition to Finance Info Requested status.
Step 4: Submit Finance Information (Line of Accounting)
Once your initiative is eligible for SIF funding, you will submit your unit’s financial data to ensure funds can transfer immediately upon hitting funding thresholds.
Action Required: Coordinate with your unit Resource Advisor (RA), Comptroller, or Financial Management (FM) office to retrieve and validate your Line of Accounting (LOA) data elements.
Required Finance Fields & LOA Reference Guide
Once submitted, the government team verifies the Line of Accounting (Finance Info Verified).
Step 5: Automatic Commander Token Event
Applicants do not need to do anything to enter the voting event.
As soon as your finance information is verified, VISION automatically enrolls your initiative into the SIF Marketplace Token Event.
Voting Opens: 15 January 2027.
Squadron commanders and designated delegates review eligible, verified projects and allocate virtual tokens ($1 per token) to signal command demand.
Cross-squadron and cross-wing pooling is encouraged to reach funding targets.
Step 6: Funding Dispersals & Execution
Once an initiative meets its minimum funding threshold during Commander Voting, it transitions into the execution phase:
Rolling Monthly Dispersals: Validated projects are queued for monthly rolling dispersals (01 Feb, 01 Mar, 01 Apr, and 01 May 2027) so units receive funds quickly. Statuses will automatically advance from Selected for Funding to Transfer Initiated.
Confirm Funding Receipt: As soon as your servicing Comptroller / FM confirms that the funds have arrived in your unit's accounts, log into the SIF Marketplace Campaign and submit the Funding Received Confirmation form to record the date and flag any transfer hurdles.
Complete Spend Check: Prior to the end of the FY users will complete the brief Pending FY Spend Check form in the Campaign hub to confirm whether your initiative is on track to obligate/expend all funds by the 30 September fiscal year-end deadline or if unspent funds need to be identified.
Step 7: End of Year Reporting
To maintain fiscal accountability, measure operational impact, and generate data to advocate for future SIF program funding, project leads will complete two final reports inside the SIF Marketplace Campaign:
Verify Final Spend & Projected Metrics: Once all procurement and expenditure actions conclude, complete the FY Spend Verified & Metrics form. This verifies that allocated funds were properly spent and captures the targeted return on investment (ROI) categories and metrics your project set out to achieve.
Submit the FY Outcome Report: At the conclusion of your project, submit the FY Outcome Report. This final report captures your actual measurable results (e.g., man-hours saved, readiness gains, costs avoided), documents key takeaways and lessons learned, and identifies what enterprise pathways, resources, or policy changes are needed to scale the solution beyond your squadron.
