Definitions
Status
Discrete steps or tasks within a phase that describe the state of an initiative and are unique to a single pipeline.
Phase
Functions as a grouping of statuses unique to a pipeline that describe the general outcome.
Group
Universal categories for both statuses and phases that transcend all pipelines and allow for strategic visualization of state and outcome across portfolios.
Pipeline
A unique set of status and phases through which initiatives move during their development lifecycle.

Status Groups
Not Started
Encapsulates statuses that signify an initiative is in an early stage of ideation or problem identification and has not progressed to active development.
In Progress
Encapsulates statuses that signify an initiative is being actively worked or progressed.
Closed
Encapsulates statuses that signify an initiative is no longer being actively worked or progressed, and has reached a terminal point that did not result in the intended level of completion.
Completed
Encapsulates statuses that signify an initiative is no longer being actively worked or progressed, and has reached a whole or partial solution.
Phase Groups
Initiation
Encapsulates phases that signify an initiative is in the earliest stages of development, such as ideation or problem identification.
Research
Encapsulates phases that signify an initiative is in an exploratory state, such as gathering information, conducting feasibility studies, and evaluating technical requirements.
Development
Encapsulates phases that signify an initiative is currently being designed, built, managed, or otherwise actively worked.
Testing
Encapsulates phases that signify an initiative is undergoing trials or employment to measure functionality, performance, or effectiveness.
Evaluation
Encapsulates phases that signify an initiative is being reviewed for its impact and alignment with identified objectives.
Implementation
Encapsulates phases that signify an initiative is beyond testing phases and is being integrated into its intended environment under real-world conditions, but has not scaled.
Scale
Encapsulates phases that signify an initiative is being implemented broadly, either at the local or enterprise levels.
Sustainment
Encapsulates phases that signify an initiative is now in regular or programmatic use and is being supported with funding, ongoing management, or other updates.
Resolution
Encapsulates phases that signify an initiative is no longer in an active phase of development.
VISION Standard Pipeline
Statuses
Ideation
Indicates an initiative is being brainstormed or conceptualized, or that it is a problem without an identified solution.
Advocacy
Indicates an initiative is being promoted to stakeholders to advocate for resources, approvals, or other support, in order to progress to further stages of development.
Design
Indicates detailed planning of goals, specifications, and outcomes, which can include blueprints, user experiences, technical architecture, or other specific components unique to the project.
Prototype
Indicates an initial working model or mock-up of the initiative is being developed.
Validation
Indicates a prototype or other iteration of a solution is being tested for its intended capabilities, or against real-world requirements and use cases.
Development
Indicates an operational version of the solution is being built, coded, or constructed.
Beta Testing
Indicates that a nearly finished version of the solution is being tested with users to identify issues, gather feedback, and make refinements before broader release or implementation.
Adoption
Indicates a completed version of the solution is being actively integrated into existing processes or workflows, or that it has been generally released to intended users.
Localized Scale
Indicates an initiative is being expanded within a specific organization or region, which might include implementing adaptations for new user groups.
Enterprise Scale
Indicates significant scale or intended ubiquitous use, which might include implementing adaptations for widespread adoption.
Retracted
Indicates an initiative has been withdrawn from active status either because it was submitted in error, was duplicative of an existing initiative, or other administrative reasons.
Retired
Indicates an initiative reached a state of completion, but the solution is no longer relevant or operationally feasible.
Completed
Indicates an initiative has reached a whole or partial solution and is no longer being actively worked.
Closed
Indicates an initiative is no longer being actively worked with no clear justification.
Phases
Discovery
Indicates an initiative is in its earliest stages of ideation or cultivation. The outcome of statuses in phase is the identification of information relevant to initiating work on a solution.
Concepting
Indicates the generation of concepts and initial development relevant to a solution. The outcome of statuses in this phase includes proofs, designs, and early build work toward a more refined solution.
Evaluation
Indicates a solution has reached at least minimum viability for review. The outcome of statuses in this phase is analysis of work to determine if further R&D is needed prior to initial or additional execution actions.
Execution
Indicates the phase of primary work to develop the identified solution. The outcome of statuses in this phase is an operational version of the solution that meets the indicated specifications.
Testing
Indicates the major phase of trial or review. The outcome of statuses in this phase is information from users or stakeholders to measure functionality, performance, or effectiveness prior to broader employment.
Implementation
Indicates an initiative is being integrated into its intended environment under real-world conditions. The outcome of statuses in this phase is initial integration into a solution’s primary intended use case.
Scale
Indicates the phase broad implementation. The outcome of statuses in this phase is replication and adaptation to the requirements of new user groups at multiple levels.
Ended
Indicates the end-of-life phase of an initiative that is no longer being actively worked. The outcome of statuses in this phase depends upon its unique circumstances that indicate further usefulness to the ecosystem.
