Create Initiative- One click away

Can we get a create initiative button that is obvious to a new user? Having it hidden in the drop-down people have to click multiple times to figure out where it is. It is not obvious to a newer user and there shouldn’t have to be training involved with submitting an initiative (we have gotten 3 phones calls asking where to submit this month). I understand that this may be because we are wanting people to search for initiatives instead of just submitting right away. A countermeasure to that could be a pop up after they click on the “create initiative” button there is a pop-up that says something like “Does your initiative already exist?” Yes, No, Unsure and then when they click unsure it directs them to use the search.
